1. By the Power vested in me as Department Commander of the Department of New York, I am appointing a committee known as the "Officer and Encampment Guide Committee".  The purpose of the committee is to develop a guide that will be helpful to newly elected department officers.
   
   
2. The guides will not be mandatory, but will only be used to help newly elected officers of the New York Department, Sons of Union Veterans of the Civil War.
   
   
3. By the Power vested in me as Department Commander of the Department of New York, I hereby appoint Brother Robert L. Pugsley as chairman of the Committee known as the "Officer and Encampment Guide Committee".
   
   
4. The Committee shall present their findings and recommendations at the 132nd NY Department Encampment.
   
   
5. By the Power vested in me as Department Commander of the Department of New York, I hereby appoint Brother Matthew J. Hereford as chairman of the 2016 New York Department Encampment Committee.
   
   
6. The 2016 New York Department Encampment Committee shall present their findings and announce the location of the 2016 New York Department Encampment.
